India Rises To 3rd In Stanford’s 2025 Global AI Rankings, Beats UK

India ranks third in Stanford University’s 2025 Global AI Vibrancy Index, overtaking the UK, South Korea, Singapore and Japan.

India has emerged as the world’s third-most vibrant artificial intelligence (AI) ecosystem in Stanford University’s 2025 Global AI Vibrancy rankings. The rankings, released in November, show India jumping four places in a year, overtaking the United Kingdom as well as Asian technology leaders such as South Korea, Singapore and Japan. India now trails only the United States and China in the global AI pecking order.

India’s move from seventh position in 2023 to third in the latest assessment reflects the speed at which its AI ecosystem is scaling up. According to the report, several countries, including India and the UK, have rolled out large-scale initiatives to strengthen their position in what is becoming a highly competitive global AI race.

What The Index Measures

The AI Vibrancy Index evaluates countries across seven pillars — research and development, responsible AI, economy, talent, policy and governance, public opinion, and infrastructure.

India’s overall improvement was led by stronger research output, reflected in a rise in patent filings and scientific publications. Gains were also visible in economic indicators such as AI-linked investments and job creation, as well as in talent, supported by the expansion of AI-focused education and training programmes.

Global Investment Push Into AI

The report highlights a sharp increase in government-led AI spending worldwide. Canada has committed about $2.4 billion towards AI initiatives, China has launched a $47.5-billion semiconductor fund, and France has pledged 109 billion euros. India, for its part, has announced investments of around $1.25 billion, while Saudi Arabia’s Project Transcendence represents a $100-billion push.

Despite comparatively smaller headline numbers, India has managed to outperform several major economies, signalling efficient scaling and strong ecosystem participation.

Policy Remains A Weak Spot

While India improved across most pillars, the report flags a setback on the policy and governance front, where the country slipped five positions. This suggests that regulatory clarity and governance frameworks could need renewed attention as AI adoption deepens.

In the 2024 Global AI Vibrancy assessment, India scored 21.59, placing it just behind the global leaders. South Korea followed with a score of 17.24, while the UK stood at 16.64.
